The SAPI 5 SDK is only for Windows 2000/ XP (since I guess this is built-in to Vista and Windows 7, though seriously buggy in Windows 7), and the SAPI 4 downgrade only mentions Vista and not Windows 7. It seems installing and using voices on Windows 7 is really problematic. I went over that page yesterday, as well as doing a bunch of searchs on TTS in Windows 7.
